Study On The Problem Of Landless Peasants

In our country, land is the basis on which peasants rely for existing for a long time; also it is the final guarantee for peasant lives. In recent years, be accompanying the industrialization and the course of urbanization, it is criticizing that peasant has in large scale losing their land. However, there are some causes which lead to the peasant become the vulnerable-group who"has no land to till, no job to work, no agency to guarantee and no method to appeal to a higher court": for the traditional isolation of the city and countryside binary system, for the lag of the reformation of the current land purchase system and for the reason that ignorant the rights and interests of the peasant who has lost their land during the process of purchasing land. In addition, there are another three causes: the disunity of the job for the arrangement of the purchase land, the disability of reemployment for those peasants who has lost their land and the inefficient settle of some problems as be short of social security. In some area, the group event that happened because of the problem of purchasing land occurs frequently. Nowadays, the problem for those peasants who lost their land is not only become an important factor which influence the social stabilization and economic development of current country and also become a hot spot in the academic circles and the government concerns. Therefore, the study of the problem for the landless peasants have its very important meaning to the advanced theory and research of"three dimensional rural issues", the plan as a whole for the development of the city and countryside, the construction of the new socialist countryside, the achieve of the great aim for "China Building Well-off Society in All-round Way", the enhancement of the governance capability of the Party and the construction of a harmonious socialist society. The main body of this paper is being guided by Marxism, Mao Tse-tung Thought, Deng Xiaoping Theory ,the important thought of "three represents" theory and the scientific concept of development. By the investigation of the related functional departments of Huaibei city and landless peasants, by the analysis of the actuality of these landless peasants, the author puts forward some proposals that try to solve the problem for the peasant who have lost their land.The paper mainly has three parts:Part one of the article is to put forward of the problem of the landless peasants. This part analyzes the historical settings that has caused the problem and briefly illuminates the conception and characters of the problem and the conception, characters and types of the landless peasants. The part takes Huaibei city for example and analyzes of the actuality of the landless peasants. The main characters of the problem for the landless peasants are the great quantity of the lost land peasant, a lot of risk which must be confronted, the short of long-term livelihood guarantee.It is a long-term political task to appropriately settle the problem for the landless peasants. What's more, it has very important meaning to solve the problem to the coordinated development of the economy of the plan as a whole for the city and countryside, to the promotion of the construction of the new socialist countryside, to the construction of a harmonious socialist society and to the long-term stabilization of the whole society.In the second part, the author illustrates the reason of which has caused the problem of the landless peasants. The author regarded the cause of the problem as an inevitable phenomenon which has happened at the process of exchange of binary economic pattern and promotion of modernization. If we considered the reason superficially, the reason may be that the landless peasants have lost the basis on which they rely for existing and they have lost the guarantee for their long-term livelihood. However, if we analyze the reason from deeper arrangement of ideas, the reason is that the current system cannot ensure the rights and interests of these landless peasants. For that case, the arrangement of the original system cannot settle the certain relations and contradictions in the process of modernization. In fact, the causes which have caused the problem can be considered from many aspects: first, rural area collective land property right is vague; second, land requisition system lagging nature and designs a feeble constitution; the landless peasants are short of the social security; fourth, in the process of land requisition, the government has behaviors improperly which infringing upon peasant rights and interests; fifth, the weakness of peasants themselves has weakened their ability to think of their rights.In the third part, the author puts forward countermeasures to resolve the problem. The current existing problem of these peasants who have lost their land in China and the actual reason of lose of interests for the landless peasants have revealed many problems. The problems not only include the issue existing in the Chinese rural areas land property order and the expropriation of land system coming into being from this but also include the system for compensation arrangement and the problem for social security system of the landless peasants. Therefore, it is only started from the deepening of rural land property rights system reform, gradually improved the land compensation and resettlement levy system, developed rural collective organizations, enhanced the peasants'ability of safeguarding their rights and self-development, established and perfected a social security system of landless peasants can fundamentally solve the current issue of landless peasants.
