Land resource is an important means of production, a non-renewable resource, a material basis of human existing and developing. The situation and change of land use not only affecting the sustainable development of economy, but also has indirect-affects on global environment. At present, human being has been changing the earth's surface environment with hitherto unknown speed and scale along with the accelerated industrialization, fast developing economy, increasing population, and the improving of science and technology, which leads to a series of serious social and ecological problems and brings threat to the human's survival and development.The land resource of our country is gravely insufficient; the contradiction of large population and inadequate land is gradually grave. The ecological environment in so many area is fragile and the environment worsens unceasingly, all of which have be affecting the long-term and stable development of our national economy in various forms, and gravely restrict the strategy of sustainable development putting to effect. The city fringe, which is located in the city and country transition belt, the land situation is influenced by various factors extremely easily. It is meaningful to find out the land resources quantity and land utilization's status, accurately master the developing trend in time, and has important significance to guide the reasonable and high-effect land utilize, accelerate the ecological environment virtuous circulation and guarantee the regional sustainable development and sound development of national economy.This paper take the land use situation of Panyu district located in the fringe of Guangzhou City as study object, using three TM,ETM image of the year 1992,2000 and 2005 as data source. The images were treated with LBV transformation method and the dynamic change of land utilization in different period and mutuality changing law of each land type were analyzed. The dynamic changes of the building area were laid special stress. Then the driving force factors which influenced land use change were discussed. In the end, some sustainable development measures and suggestions were put forward.The main contents and conclusions of this paper can be identified as follows:1. Based on summarizing the studies of city fringe in and abroad, the developing background and relevance studies of Guang Zhou city were analyzed. Considering the integrality of administration area, this paper confirmed that the inner fringe of Guangzhou city included Huadou District, Pan Yu District (containing Nansha District) and the outside fringe included Zengcheng City and Conghua City.2. The classification accuracy is difficult to improve if using supervised classification only in the study of remote sensing image classification. This study performed supervised classification after LBV transformation on the basis of summarizing the theory of LBV transformation which wad brought forward by Zeng Zhiyuan. The classification accuracy has improved. The total accuracy of 1992,2000,2005 was 82.42%, 86.33% and 83.98% respectively, which are able to satisfy the required accuracy of the study.3. The metastasis matrix was used to analyze the flowing direction of land type in Panyu district. From 1992 to 2005, the building area, garden area and water area were sharply increased; cultivated land was significant reduced and the forest land, unused land showed the changing trends of both increasing and decreasing. The mainly transforming directions of land use change were cultivated land converting to building area, garden area and water area. At the same time, the land use condition was analyzed in detail by introducing LUDI,LUD,LUC,land use degree and land use trend. The results showed that the change conditions of building area, garden area and water area were greater than others; the land use degree maintained high level since the year of 1992. On the aspect of land use degree, the regional difference was presented, but still got certain regularity. The land use degree in the northern district was higher than that of south and the area of the land with high use degree was expanding year by year. In southern district, the land use degree changed from high to low because of the large amount of water area that had been exploited for aquiculture.4. By deeply analyzing of the building area, the main expansion directions of building area were found, which were northwest,southeast and north respectively. At the same time, under the radiation effect of Guangzhou city, the closer the distance to the center of Guangzhou City, the greater density of building and intensity of land use, but the radiation effect was not very obvious beyond 55 km.5. By studying the driving force factors through analyzing the land use condition of Panyu district, this paper suggested that industrialization, urbanization, large-scale project of infrastructural facilities, large-scale real estate project and the construction of economic development zone caused the sharp increasing of building area. At the same time, the traditional cultivate land transformed to garden area and aquiculture driven by economy benefit.6. In the end of paper, the direction of sustainable development was put forward. Panyu district should establish the yielding bases of agricultural product with high productivity, including grain, fish and garden in the future. The supervision and protection should be taken and the basic farmland protected area must be stabled. The comprehensive programming of land use should be carried out strictly to ensure the authority of planning. The leave unused land must be re-used in order to ensure the reasonable need for building area and the eco-tourism should be developed according to the local condition at the same time.
