The dynamic monitoring of urban land price is one important part of another land resources investigation and the investigation has been carried out all over the country, achieving great achievements as well as finding many problems and shortcomings. On one hand, whether the monitoring is accurate, scientific or utility is determined by whether the land grading and benchmark land price is accurate, scientific or utility. Meanwhile, the traditional land grading and benchmark land price have many obvious shortcomings which will directly affect the accuracy of the urban land monitoring. Therefore, it is very necessary to find a new way to grade the land and set benchmark land price; on the other hand, with the fast development of economy and the urbanization, all factors which affect the urban land price have greatly changed, which results in the changes of urban land grading and benchmark land price. This is contradictory against the hypothesis that land grading and benchmark land price remain unchanged relatively in a reasonable period of time. Hence, the traditional way with the help of building observation station to monitor the dynamic land price to control and segment the land of different prices is hard to follow. All these urge us to work out a new way to grade land and set benchmark land price, which in this article will be touched upon based on the discussions of the technical development and related theories of land monitoring at home and abroad. The article mainly studies the following parts:Firstly, technique of urban land grading. How to set, to sort and to calculate the factors of land grading and how to grade the land and check are examined in this part, pointing out the shortcomings of the land grading way adopted nowadays and a way to improve it;Secondly, technique of urban land price estimate. How to collect the sample benchmark price of land exchange and how to evaluate and check the price of sample land are discussed in this part, pointing out the shortcomings of the way to evaluate the benchmark price and discussing how to improve the evaluation;Thirdly, technique of dynamic monitoring of urban land. The steps and methods of dynamic monitoring of urban land are covered in this part with focusing on the land price segmentation and the setting of he observation station of land price monitoring;Fourthly, the result analysis and application of dynamic land monitoring. How to analyze the results and how to get and use different indices of land monitoring are talked in this part;Fifthly, a design of urban land monitoring system on the basis of the above discussions. This part touches upon the its requirements, functional module, data type and store rage, hardware and software environment and database so as to manage the dynamic urban land monitoring with an accurate and automatic program.The main blazing points:1. To be first to put up with the land grading technique based on the database grading. Abstracting the land grading unit into pixel meta of data grading and the functioning value into pixel meta of data grading, he gets a way to calculate the functioning value of grading factors, analyze and determine the grade with the ARGIS technique of database analysis, which is more scientific, more accurate and more convenient than the traditional way of land grading;2. To design a new way to evaluate the benchmark land price. To grade the functioning value of sample land on the land exchange market and on the basis of DLVM so as to build a regression module between the grading value and the sample land price and then transform DLVM into DLPM with the module, he designs a new way to evaluate urban land grading and the benchmark land price with the module of DLPM;3. To set a new way of price segmentation of land and observation station of land monitoring. He first analyzes the problems of the present way of dynamic urban land monitoring and makes an innovation of the traditional way and he puts forward with a new idea to set the land price monitoring with the insertion technique of GIS and the analysis of changes of land prices on the sample land prices on the exchange market. And on this base, the land segmentation can be done.4. To improve the way of how to determine the benchmark land price. He gives three DTM types: DLVM of result grading, DLPM of the combination between digital value and land price regression and DLPM with the data of the sample land on the exchange market calculated by insertion technique. The ultimate benchmark land price will be obtained with the average of the results based on the three types.
