The Study On The Obstacle Factor And Countermeasure Of Jilin County Economy Development

County is a comprehensive and regional elementary cell in the national economy. The county economy is made by synthesized economic strength of these elementary cells. The county economy is a regional economy in which the county is center , the township is the link and the village is the hinterland. It is a combination of urban economy and rural economy, the important foundation of national economic development and the social stability, a linking place of macroeconomy and microeconomy.In recent years, the social economic and administrant authority belonging to prefecture-level city was entrusted to county directly in some areas in order to promote the development of county economy. This kind of action'extends power to county'and'county controlled directly by province'smashed thesystem which was'county controlled by prefecture-level city'in 80s of last century. And it induced great influence to the innovation of management system for local government. Since the characteristic and the status of county economy, Jilin province should be built'the province of industry','the province of science and education', and'the province of ecology'. But the bottle-neck of the project is the counties, the place of the project is in the counties, the potentiality of the project is in counties, the stamina of the project is in counties, and the outlet of the project is in counties.The development of county economy is slow in Jilin city, And there were a lot of new contradictions and problems in its development. Therefore, doing research on the regularity of the county economy development system in Jilin city will promote it development healthy. The paper was divided into five chapters. In the first chapter the author introduced the basic theories of county economy and the significance of developing county economy in counties in Jilin city. The author explored the basic conception of county economy, the main component factors, the main characteristic of county economy, and analyzed the phases of county economy development and the basic regulation of its operation. And the author expounded the significance of developing county economy in Jilin city. In the second chapter, the author did research on the current developing situation of county economy in the counties of Jilin city, the achievement of county economy in the counties in Jilin city. And the author analyzed the main difficulty and restricting factors of county economy in the counties in Jilin city. In the third chapter, the author did research on the advantage and disadvantage of county economy development in the counties in Jilin city. In the fourth chapter, the author put forward the countermeasure of county economy development in the counties in Jilin city. In terms of its existing problems, the author put forward the guidelines of developing county economy in the counties in Jilin city, outline and solving measures in the fifth charpter. We should weaken government-center gradually, confirm the developing route of market-center, foster leading industry, quicken agricultural industrialization development, develop characteristic economy, and improve the competitiveness of industries.
