Our country has started development of a University Science Park since the middle 1990s, the concept of which was introduced by developed western countries. Development practice for more than a decade proves that the University Science Park plays an important role in the field of driving area economic growth, industry technological progress, boosting university machine-made formation of the combination of production, teaching and research, enhancing colleges and universities' ability to run a school synthetically and so on. According to some date, the number of various science parks around the world had reached to more than 500 by 2004.Developing University Science Park has already became a common request of both university development and economic progress.At present, little research is alone on local University Science Park. On the practice basis of developing University Science Park in a local normal university, this article aimed to provide an adoptable method after drawing a lesson by applying Game Theory of Decision-Making, System Valuation Theory, Low-Cost Expansion Theory, Growth Pole Theory, Staff Performance Management Theory and other theories.Following a literature review, firstly the thesis points out that there are two kinds of game environments "society- school" and "school" in a local normal university's Science Park. Several game points can be selected from the two game environments to draw out the complicated game environment in a local normal university's developing Science Park.Secondly, Discusses the way of Decision-Making by Taking JiangXi Normal University Science Park as the example, and draws the "minimum and maximum" decision making route. The route consists at five branches: resolving the game of Internal and external communication with "Cooperative Mechanisms"; resolving the game at development position with "System Valuation Theory"; resolving the game of development with "Low-Cost Expansion Theory"; resolving the game of industries with "Growth Pole Theory"; resolving the effect problem of organization development with "Staff Performance Management Theory".The thesis also considered the future of local normal University Science Park's development, pointed out the field deserving further research and determined the research direction in the future.
