Study On The Economic Evaluation Of Environment Impact In Mineral Construction Project

Mineral construction projects will bring a certain degree of environmental problems, has aroused great concern in the community. China's law clearly defined that the construction project must take environmental impact assessment before their construction. However, because the current environmental impact assessment lacks the economic profit and loss analysis of environmental impact, on the one hand, this leads that the enterprises pursuit economic efficiency, while not take the same degree of attention to environmental issues; On the other hand, it's not conducive to the economic analysis, and not offer accurate data for the investment decision-making. To achieve twin goals of economic and social environmental benefits, environmental protection should be linked to the economic efficiency of mineral enterprises, and quantify and monetized the environmental impact. The environmental impact of the economic evaluation can guarantee economic and environmental benefits of social unity. For this reason, the paper studies on economic evaluation of environmental impact in the mineral construction project.On the basis of the theory of Economic Evaluation of Environmental Impact, this paper raises the idea that Economic Evaluation of Environmental Impact on the mineral construction project life cycle of various stages when it is necessary, and identify the purpose and scope of evaluation and the Environment Impact on mineral construction projects Life-cycle stages of different stages. Full life-cycle Economic Evaluation of Environmental Impact will provide real-time support for enterprise management. Based on the analysis of advantages and disadvantages of various methods of Economic Evaluation of Environmental Impact, this paper analyses environment impact of environment costs and environment benefits by the cost - benefit analysis. This paper takes mine construction phase of investment projects for an example, establishes Index System of Economic Evaluation of Environmental Impact on mine construction project and gives the calculation methods of index system and applied methods of the results. At last, this paper carries out Economic Evaluation of Environmental Impact on mine construction projects in investment phase in Shaanxi province.The research results of this paper will help mining companies to address the relationship between environmental protection and economic benefits, help enterprises take fully and accurately economic analysis of project and assist in its environment management and ensure the effective implementation of environment protection measures.
