The Study On Evaluating Indexes System Of Science And Technology Talents Development In Hebei Province

With the speeding up of we entering the knowledge-baced economy times,rates of science progressive contribution to economic growth is improving step by step.The science progressive and innovation becomes the determining factor of socialeconomy development. S&T talents carriered as science and technology appears especially important right away.It's the key issue and urgent mission in economy development of Hebei Province that how to let the S&T tanlents as the primary resources,and how to achieve great-leap-forward development.Therefore,the author contructes a set of complete and practical evaluating indexes system of science and technology talents development,and aprraises the S&T talents development level in Hebei Province scientifically and reasonably.In doing so,it can provides the comprehensive and reliable reference to impeltment the talents strategy for S&T talents management and using department of our province,thereby,hoisting the overall competitive edge of Hebei Province.In this thesis, firstly contructs the evaluating indexes system of S&T talents development by the literature methodology,profited from region human resources development evaluating method system and the existing achievement of S&T talents development fundamental research,and united the correlate indexes of S&T statistics. The indexes system in this thesis involving three first level indexes: S&T human capital value, S&T talents investment income and S&T policy system.The first level indexes involving eight second level indexes,and the second level indexes involving thirteen third level indexes.Then, weighted various index by AHP method.Finally,selected Hebei,Sichuan,Hunan Province for comparison appraisaling by synthesis appraisal method,TOPSIS method and ELECTRE method.Through the comparison obtains the current location of Hebei province,then lays the foundation for the following research, and reference for formulating scientists and technicians development strategy.
