In the era of knowledge economy, the competition in enterprises finally becomes the competition of talents. The core staff of enterprise grasps the enterprise's core resources, and creates the majority wealth of enterprises. Besides, the core staff is the source of the core competitiveness for enterprises. Consequently, the good management of core staff in enterprises is the base for enterprise to seek survival and development in the fierce competition. As the complexities that enterprises are faced in internal environment and the external environment and the complexity of the human resources vector - the complex characteristics of people, make human behaviors and business targets inconsisted, resulting the high risk of human resources. Core staff as a special enterprise groups, is scarce resources. The risk of the core staff in human resources often impact enterprise enormously. Therefore, the issue of the core staff of human resources risk management should attract more attention, whether in theory or in practice.Based on the above background, this paper analyses the risk of enterprise's core staff of human resources and its management. First in the collation and analysis of relevant research results in practice and on the basis of perceptions, the paper defines the core staff and human resources risks, and conducts an in-depth risk analysis in risks from the type and causes of the existence of risk, risk characteristics, the risk for enterprises the harm caused by the enterprise's core areas of human resources staff. Based on the general processes of risk management, the paper analyses the risk management processes for the core staff of human resources in enterprise. At the end, n the basis of the results from the risk analysis of the core staff of human resources, the paper proposes programs to prevent the risk of core staff of human resources staff from incentives and constraints aspects and measures to reduce the risk of loss.
