Along with the increasing competition among the corporations, the core staff, as a type of important resource, has become the key which wins the competition advantage. Carrying on effective management to the core staff has become the key to carry out the strategy aim. Although the core staffs are paid attention by numerous enterprises, the management to them still stays on retaining them, the existing of core staffs is deficiency, and the flowing rate of core staffs is unreasonable, the competitive advantage that is embodied in core staff can be copied easily by the competitors, the administration to the core staffs is short of the systematicness and dynamic, and can not carry out human resource management practice from the perspective of strategy. Therefore, it is necessary to design one kind of the strategy human resource management pattern specifically for core staff to make administration to the core staff enterprise and the enterprise strategic objective he tied up.On the basis of the comprehensive analyzing and comparing the current studying situations about the core staff management, the strategic human resource management and the strategic human resource management pattern home and abroad, this paper summed up that the core staff strategic management pattern is a management pattern that designed especially to the core staff, responding to the enterprise strategy in the upper direction, matching to the enterprise culture and core staff need in the transverse direction, human resources practices also match each other. The purpose is to exert the core staff enthusiasm to work hard to achieve the enterprise strategic objective. This paper designed the core staff strategic management pattern within the strategic human resource management frame. This pattern can be divided into three parts, that is, the core staff planning based on the strategy and identification of the core staff from the resource aspect. The core staff human resources practice which matches the core staff planning (the recruiting and choosing, the training and developing, the performance and achievement management, the compensation prompting and occupation career management); and use the fuzzy synthetic evaluation method to judge whether the core staff strategy pattern can support the enterprise strategy.The core staff management and the strategic human resource management are two actual but forward position problems, this paper has innovatively integrated the strategy human resources management and the core staff management together, tries to find out the core staff management pattern that matches enterprise strategy, and expects to provide certain theory reference and practice instruction for core staff management.
