As we know, Xinjiang's economy lag behind other areas of our country.But its agriculture, esp.its characteristic agriculture has its comparative advantages. How to set up its characteristic and advantageous industrial belts;how to integrate industrial development with regional development: and how to realize the optimization of agicultural economy structure and regional structure. The following is the train ofthoughts the author adopts:what are advantages for Xinjiang? ------constraintconditions for setting up the characteristic and advantageous industrial belts------howto set them up.Features and Key Points of the Research(1) If agricultural products increase their processing value at the cost of energy, agricultural sustainable development will consequently be restrained by its market and energy.(2) Compared with other areas in our country, it is not land, but labour quality, capital, technology and constantly deteriorating ecological environment that restrain its agricultural development. Therefore, it is helpful to break these restraints by setting up the characteristic andadvantageous industrial belts.(3) Xinjiang, as a less developed region, should not follow the same economic pattern as those developed ones. What it needs to do is avoid its disadvantages in high-tech accomplish industrial linkage by the chain of its advantageous agricultural products.(4) A indutrial development strategy, "key points highlighted, development diversified", is pur forward to try to set up the basic structure of these industrial belts.
