This paper chooses industrial path to study the impact of investment on employment, and takes Xinjiang as an example to illustrate. From the industrial path to study the impact of investment on employment, and calculate the elasticity of influence that investment has effect on the employment, can search through which industrial sectors that investment has an impact on employment and how to influence from the deeper levels. While I studied the industrial path impact that investment had on the employment, I also calculated the elasticity of the impact that the investment has on the economic growth through the industrial path , compared between the two, and found the contradictions that had existed in them. This study has a good referential value on the establishment of policy. From a policy making point of view ,we need to balance the aspects between promoting economic growth and stimulating employment, and then select the investment policy.Through the empirical analysis, and taking Xinjiang as an example, this paper's conclusions are as follows: If the policy biases in favour of increasing employment, we need to increase the investment in the mining industry, the light industry which chooses agricultural products as raw materials, raw materials industry, and modern business. If the policy biases in promoting economic growth, we should focus on investment in other social services sector, spiritual civilization construction services sector, mining industry and raw materials industry. Mining industry and raw materials industry can be used as the future key industries in the development of Xinjiang. Because employment and economic growth are clearly driven by the investment in the mining industry and raw materials industry.
