Against the background of knowledge-based economy, an increasing number of enterprises have taken management of human resources as the kernel link in the whole course of enterprise-management. As the most valuable resource of an enterprise, manpower is often the least fully used. The expression "know how to judge and use people" means that we should assign the suitable person to the right post. It is expected almost by every manager that each person's abilities in the enterprise should be given full play. As the prerequisite to "perfect use of people", "to appropriately judge the people" requires us, by all means and methods, to learn about their knowledge, skills, personalities, motives, attitudes and other attributes. Personnel assessment serves as the important means of "knowing the people". An excellent judgment of the human resource is key to the recruitment. Because personnel assessment has played an undeletable role in promoting the development of human-resource management, it has been widely acknowledged and applied as the major tool in the enterprise's successful developing human resources. It has been the key factor in selecting candidates for the enterprise's recruitment, in particular. If we could, with the help of such an assessment, get the in-depth information about the applicant's abilities and personalities and appraise to what an extent he/she is fit for the job before we make a decision of employment, the possibility of successful employment will be increased a lot.Based on the previous research in the field, this thesis has a review of the following aspects of personnel assessment: its implication, fundamental principles, functions and role, as well as the major methods and procedures in such a testing system. Taking the case in TP Company as the object for analysis, the article analyzes its recruitment of the marketing manager, designs for the personnel assesment programe and delivers instructions for the implementation of the recruitment. This thesis is divided into five chapters: Chapter One is the introduction, which involves the situations facing the enterprises and the significance of employing competent personnel to the enterprises. Then it leads to the role of assessing human resources in "appropriately judging the people" when an enterprise is hiring persons, and then it explains the necessity of applying the testing in the process of recruiting. By introducing the case of recruiting the marketing manager for TP Company, it puts forward the research subject in concern and proceeds with it, for the purpose of selecting the proper and excellent marketing manager for the company by applying this assessing system. Chapter Two mainly introduces the meaning of personnel assessment, as well as the frequently-mentioned concepts in this testing system, that is, dimensionality, efficiency and credibility. In addition, this part includes the fundamental principles and functions of the testing. Chapter Three is dedicated to the major methods and procedures of the testing, which provides evidence for designing the assessment scheme in recruitment in the following part. Last but not the least, Chapter Four and Chapter Five, analyzing the cases, are the kernel of the thesis. These two chapters make research on and analysis of the recruitment of marketing manager by TP Company and design the assessment scheme for it. In the conclusion, it points out the defects of this thesis.
