Since reform and opening up,governmental regulatory reform in the aperation of the market for municipal utilicty has lagged for behind that for other sectors in the community and can not meet municipal people's need in production and life.It can nor fit in with the development of the market economy in the entire community How to further promote government regulatory reform in the operation of the market for municipal utility should not be neglected.Ihrough field research, this paper analyses the present Situation and problems in the market–Oriented operation of the municipal utilicty in Shaoyang. It also analyses the main factors and causes affecting the healthy operation of the utility systematically. The research shows the main factors to the problems which the municipal utility faces are because the reform of enterprise's Gwnership and management system transformation lag behind the market process of the industry. Finally, according to the problems in governmental regulatory reform in the operation of the market for Shaoyang municipal utility ,the paper puts forth some proposals to further promote the marke-oriented reform of municipal utility. The paper shows that if governmental regulatory reform in the operation of the market fit in with the current needs of the market economy, it will have an extremely important strategic significance to promote the further development of municipal utility.
