Since the reform and opening-up, the State-owned enterprises (SOE) reform of our state was determined as important subject which was also especially put up by Third Plenary Session of the 11th Central Committee and 7th NPC. Referring to the SOE reform, the importance of human resources ( HR ) strategy arouse a high attention from all walk's life in term of reform and development strategy of SOE and become priority for the reform. In regard with HR strategy study, the"three system reform"of SOE is to be great significant for realizing the sustainable development and very difficult to tackle.SOE is the economic lifeline of the country and also the mainframe structure of socialist market-oriented economy. Since the foundation of new China, we had adopted the former Soviet Union's model of highly planned economy, which can not be in accordance with the need of socialist market-oriented economy. With the rapid growth of economic globalization, big changes have been taken place in the business management concept of the enterprises. Under the socialist market-oriented economy model of performance, the sub-strategy of SOE reform and development strategy--- HR strategy's role seems more and more important. All the enterprises place the HR on the first seat. Corporate legal person are aware that in the tougher competition, people's competition is more fierce in the present multi-economic development with State-owned economy as main entity. Competition is the advanced management concept that the modern enterprises should accept and it is also the pressuring problem that should be solved by the high level in advance.My paper is focused on the demonstration and study on the practical performance of deepening the internal"three system reform"of SOE, which I personally involved in the leadership of our company. Experienced over decade's reform, at present no complete and ready national model is available for SOE. From the view point of HR strategy, the paper makes a very deep and clear discussion and study on the pressuring problem existed in the SOE using advanced concept and modern theory on HR both at home and abroad. The paper explains the importance and the top position which HR plays in the strategy of enterprise development, studying the feature of DLGF power grid HR management. Uplifting the core competition of enterprises is emphasized and the reform is described and evaluated. A detailed introduction about the problems and difficulties occurred during the"three system reform"in DLGF , and the practical solution are presented. In the last part a big amount of figures and diagrams are used to analyze and prove the process of forming of encouragement system of HR and the better change, indicating that under the socialist market-oriented economy, as long as democratic, scientific, rational reform procedure and justice, fairness and to be public principles are carried out, significant result of the"three system reform"of SOE will be surely achieved.
