Research Of Manners And Benefit Of China's Petroleum Reserve

Petroleum Reserve generally refers to the activities which are planed and organized by government for guaranteeing the national security, handling emergency and meeting the needs of war. The western developed countries and some emerging industrialized countries had began to establish their strategic petroleum systems after the second oil crisis. Both the practice and theory have shown that Petroleum Reserve is an effective guarantee of the national security and the economical stableness. Along with the development of economy and the enhancement of oil dependency, establishing China's Petroleum Reserve has been put on schedule, and the research of it has become the focus.Considering the experiences of the other countries and the relevant studies, this paper:Analyses the energy and oil situation in both domestic and abroad, gives suggestions on the classification and management system, type of investment and addressing mode of Petroleum Reserve.Predicts the oil production and consumption, using the linear regression method, which shows the inevitability of establishing the Petroleum Reserve and estimate the amount of it.Studies the characteristic of the China's oil market, the oil supply fluctuation and the influence on Chinese economy, which demonstrates that the main function of Petroleum Reserve is to compensate the loss of GNP caused by oil supply fluctuation.Calculates the benefit of Petroleum Reserve using economy-input model and empirical estimate, which provides recommendation for the formulation of China's Petroleum Reserve strategy.
