International Comparison And Analysis On Science And Technology Innovation Indicators In Tianjin

In 21st century, we have already stepped into the era of knowledge-based economy. Science, technology and innovation have become key factors contributing to economic growth in any country, any region or any city. As known, the implement of the innovation strategy and the construction of the innovation city have received more and more attention. Nowadays, China has made great efforts to enhance the capacity of independent innovation and to construct an innovative country. During the process, the construction of the innovation city is the central standpoint. In this thesis, the development patterns and the successful experience of several international innovative countries and cities were discussed on the basis of the key point of the science and technology (S&T) innovation capacity and the conceptual model of the innovative city.In order to make the S&T indicators scientific, compatible and reliable, we selected eleven quantified indicators from economic and social development, S&T devotion resources, the innovative capacity of enterprises and their innovation performance. Based on these quantified indicators, we compared the S&T innovative capacity between Tianjin and thirty countries from organization for economic co-operation and development (OECD). In addition, four other domestic cities including Beijing, Shanghai, Qingdao and Dalian were also appointed to attend the comparison, so that we can analysis and know the overall position of the domestic cities.In the domestic comparison of innovative ability, Tianjin is always on a good wicket. However, the S&T key indicators of Tianjin were almost not good when compared with the OECD countries. Among these indicators, the export of high-tech products in Tianjin showed a nice position, but mainly depended on the contribution of the foreign enterprises. Therefore, there are great challenges on the road of the innovative city construction for Tianjin in 2020.After the analysis of the appraisal result, the thesis has found out the main problems which influence the promotion of the S&T innovation ability for Tianjin, and carried on the research of countermeasure directed against the results of SWOT (strength, weaknesses, opportunities and threats) analysis.
