| Team group and team construction are hot topics in recent twenty years. The team group has many advantages, such as the flexibility of organization, the shortcut and nicety in communication, the corporatation and the innovation in team culture, which make the team to be effective organizational form all around the corporation world.From the 1980s, the west countries carried out large-scale government reform. One of the main tendency was bringing the management idea, mode, methods of the corporation into the government. The team idea can establish the government with great performance, which is not only beneficial for the transformation from traditional administration to market-oriented and flexible administration, but also beneficial for improving the government's ability to response to the environment and to serve the public. In all, the team is an effective and live organizational mode.In our country, with the development of socialist market economy, the transition of the government management mode and function has been brought into the important agenda. However ,our social transition is the double transition under duality economy, that is, from the village-agriculture society to the city-industry society and from the directive economy to the market economy. Therefore, the social economic environment is more complexed, and the process of the shift is more twisty. There are many disadvantages to set government management team. This paper introduces the background of the government team, expatiates its meaning, five developing-stages, and the methods of its construction. Then, it analyses the organizational structure, administrative culture, the government responsibility system and so on, which are all disadvantages to establish government team in our country. Finally, it refers to the successful experience of enterprise management team, and brings forward the measures to build government team with great performance in our country. |
