Ecological Transfer Payment For Energy Resource Exploitation T

Energy resource is the power of economic development in the country. Resources exporting areas turn in a great amount of energy resources benefits, and at the same time they suffer a double loss of economic benefits and ecological interests. While the governments of these areas are poor in the finance, on the other hand, they are suffering the big financial demands caused from the ecological environment improvement of energy resources exploitation. The financial transfer payment mechanism for the ecological compensation on energy resources exploitation is about transferring the financial funds from resources importing areas to resources exporting areas, and through remedying the environment externalities and economic interest externalities to coordinate the relationship of interest distribution among relevant parts. It is an important system on steadily funding on the ecological compensation to resources exporting areas.This thesis makes ecological value theory, public goods theory, externality theory and transfer payment theory as the theoretical principle. It uses the method of comparative analysis, and the method of qualitative and quantity analysis to do the research. Based on the research of current situation of financial transfer payment for the ecological compensation and the deep reason finding, this thesis tries to find the essential reason of fund shortage on financial transfer payment from two parts:the unreasonable distribution on energy resources exploitation interest and the unmatched earn and pay of local government ecological compensation. Then, this thesis states the necessary to establish a financial transfer payment mechanism for ecological compensation in China. Third, the thesis probes the feasibility of requiring the transfer payment to resources exporting areas issued from the central government and the local government, combining the payment responsibility and ability of relevant interest parts. Last, from the point of remedying resources exploitation externalities, the thesis establishes a financial transfer payment mechanism for the ecological compensation including payment subject, payment object, funds source, and the fund’s distribution method.
