The Effect Evaluation Of Ecological Transfer Payment Policy

In recent years,with the increasingly prominent ecological environment problems,the world has paid more and more attention to the quality of the ecological environment.The Chinese government has also put the country’s ecological civilization construction into the five year plan.In order to improve the national quality of ecological environment,to guide local governments at all levels to strengthen efforts to protect their ecological environment,to promote sustainable economic and social development,China’s Ministry of Finance in 2008 for the first time put forward the transfer payment subsidy pilot of national key ecological function areas.In the area of ecological environmental protection,the establishment of ecological compensation practices has gradually been adopted and implemented in various provinces in our country since 2006.In China,the ecological compensation policy is mainly to implement the government by means of financial transfer payment,and for our financial transfer payment,the amount of funds rose year by year since 1994.Therefore,the effectiveness of China’s intergovernmental transfer payment policy has been concerned and discussed by all circles of society.However,scholars have not reached a conclusion yet.At the same time,the ecological transfer payment in China’s transfer payment system is also constantly improving,so it is necessary to evaluate the effect of the existing ecological transfer payment policy.Based on the experience of Zhejiang province,this paper will explore the effect of ecological transfer payment system in Zhejiang province on improving the quality of ecological environment in the region.Using fixed effect model and propensity score matching difference in difference(PSM-DID)to analysis panel datas from 2007 to 2011 of Zhejiang province Then,a robust test is performed by replacing the caliper matching method.Finally,according to the current situation and international experience,this paper analyzes the factors that affect the implementation of the ecological transfer payment policy.The conclusions of this paper are as follows:(1)Zhejiang province carried out in 2008 the ecological transfer payment system,but there is no significant difference in the emission reduction effect between other provinces that have not been implemented,that is,it does not speed up the downward trend of industrial wastewater discharge in Zhejiang Province.The effects of policy implementation is not significant,the ecological transfer payment funds there are exaggerating the situation to improve the ecological environment quality area effect.(2)By Zhejiang and Guangdong provinces performance shows that no significant effect of ecological transfer payment policy and implemented in Zhejiang province may be related to the institutional environment,the external atmosphere of the whole reform and its system design and other factors.(3)Combined with the international experience shows that the implementation effect factors of our ecological compensation system design is lack of scientific rationality;ecological compensation mode is lack of vitality and efficiency;ecological compensation and financing channel is single;the system environmental protection and related legal system construction and lack of supervision mechanism,this is the place where we need to try to improve in the future.
