It is conducive to promoting the development of agricultural modernization and transfer of rural labor forces, improving crop output and agricultural productivity and increasing the farmers' income. Therefore, analysis and discussion of agricultural machinery purchase allowance policy will provide some practical theoretical foundation for better optimization and implementation of this policy and promotion of the development of mechanization of farming and modern agriculture.On the basis of illustrating the purpose and meaning of this research, the content and methodology of research and status quo of studies of domestic and overseas agricultural machinery purchase allowance, starting from analyzing the development status quo, existing problems and development trend of China's mechanization of farming, the thesis summarizes the general situation of agricultural machinery purchase supporting policy in other countries, analyses the process of formulation and effect of implementation of agricultural machinery purchase allowance policy in China, and illustrate the necessity and feasibility of the implementation of agricultural machinery purchase allowance policy. According to the practice of agricultural machinery purchase allowance in Jiangsu province, by analysis of the source of fund, operation cost and the benefit obtained of agricultural machinery purchase allowance, the thesis indicates that, only by exercising the guidance function of financial allowance fund, can we promote the farmers' enthusiasm in purchasing agricultural machinery and developing mechanization of fanning. On the basis of analysis of the macro environment, science and technology advancement and agriculture development environment and favorable factors, according to the economic and social development situation as well as agricultural production features and the situation of mechanization of fanning in different provinces all over China, with the theory that industry repays agriculture, the thesis analyses the area where agricultural machinery purchase allowance shall be granted, as well as the scale and content of allowance.By analyzing the existing risks in terms of market, management and policy for agricultural machinery purchase allowance, this thesis brings forward specific measures and suggestions for the implementation of agricultural machinery purchase allowance now and in the future.
