Research On Purchase Influence Of Agricultural Subsidies On Wheat Production

Since China added the "agricultural promotion law" in the work of farm machinery purchase subsidy of the arrangement in 2004, it is a major policy in our benefit farming measure, and it is one of "three measures of agricultural development", with commissariat direct allowance and thoroughbred allowance. In these years, it has promoted the development of the Agricultural Mechanization in China, and played a great role in the improvement of agricultural labor productivity and increase the income of farmers. So, it is to promote the development of agricultural mechanization to purchase agricultural subsidy policy carries on the thorough discussion、further enhance the promotion of our country agriculture to produce the change of means、our country in the future the development direction of mechanization of farming. It will be more and more important.I came to the academy of economics and management of the Southwestern University, majoring in regional economics. My tutor professor is Zhang Yingliang, who’s research is focusing on rural economic organizations and institutions, the agricultural industrial organization and structure, government management and public policy, urban and rural overall planning and coordinated development. I had researched trips two times during my study time. So, I have the ability of the data collecting and processing. The paper analyzes the performance what influence the allowance for purchasing machinery do in the development of agricultural mechanization. Based on analyses of the productivity theory and methods, two methods were developed to estimate the profit portion of mechanization in the agricultural industry by the Cobb-Douglass production function and a comparison of mechanization and no mechanization in agricultural industry. In theory and empirical evidence on the basis of analysis, this paper basic conclusion:(1) The agricultural machinery purchase allowance not only promoted the farmer’s enthusiasm of agricultural machinery purchase in the demand of agricultural machinery, but also promoted the formation of agricultural mechanization service industry and agricultural mechanization in logistics industry. To a certain extent, it played an important role in changing the present status of agricultural production, the agricultural machinery industry development, agricultural production form change and agricultural scale of production.(2) The agricultural machinery purchase allowance constantly improved our country gross of agriculture machinery equipment, perfect the structure of agriculture machinery equipment in the supply of agricultural machinery. The way of wheat production in Henan province is greatly improving. It improved the used of matching machine in the base of the main operating machinery, to instead of the single operating machinery. Agriculture machinery to purchase allowance is also very the gilded machinery of new technologies and to promote the development of agricultural machinery service organization. Purchase of agricultural subsidies from all aspects of the level of agricultural mechanization promotion, wheat of development of specialized production has bigger effect.(3) The development of Agricultural Mechanization affects the development of specialized production of wheat in three aspects:enhancing the yield of wheat in wheat production, improve labor productivity and reduce agriculture to produce cost. Agricultural mechanization on wheat production output contribution rate is limited in improving the production of wheat, but it does not deny the agricultural machinery on the positive role of wheat production. There is a certain delay in agriculture capital from input to translate into productivity to manufacturing processes to serve the capital. It cannot be used as refuse to agricultural mechanization development more reason cannot doubt that agricultural mechanization to improve farmer production, living conditions, improve agricultural labor productivity opposite effects. We should sufficient affirmation of the role and contribution of agricultural mechanization.(4)We should do some work on the following aspects in the future:First, we should make some relevant laws and regulations in the agricultural subsidies for the purchase to make our country agriculture machinery subsidy system more perfect, cogent strengthen pair of allocation of funds of the supervision, prevent privately divert phenomenon occurred. Second, we should guide and improve the purchase of agricultural subsidies to fund investment mechanism, increase the subsidies on agricultural investment to attract more social capital participation. Third, we should produce more advanced main operating machinery and related facilities in the development of science and technology innovation, only by this way, can we promote agriculture machinery equipment structure. The last, we should establish and perfect the social service system of agricultural machinery, guide agriculture machinery the health development, for this, can the Mechanization of Farming play an more important role in the development of agricultural production.
