In recent years, the central government has invested heavily on affordable housing,aiming to improve the housing conditions of low-income urban residents and promotesocial harmony. However, attention paid to the energy efficiency of affordable housing isnot enough, therefore those houses are not energy-efficient enough, and evaluationstandards seriously lag behind. In order to promote the benefit of affordable housing onimproving housing condition, stabilizing housing prices, and saving energy, theenergy-efficiency evaluation standards of affordable housing are vitally needed.This thesis clarifies the need for energy efficiency of affordable housing and relatedevaluation system firstly. On the analysis of affordable housing system in China andbuilding energy-saving technology system, it is found that the efficiency of affordablehousing is vitally important for its life cycle cost and the emission reduction targets.However, the cost for energy-saving measures cannot be recovered from the market.Based on the previous achievements on building energy efficiency evaluation standardsboth domestic and abroad,the study makes theoretical analysis and expert survey.Combined with the latest standards and specification for building energy efficiency inhot-summer and cold-winter areas, an evaluation system is established, including threeassessing criteria of energy-saving technology, energy-saving performance andenergy-saving economy. The evaluation system focuses on the specificity of affordablehousing. The weights of each evaluation index are determined by AHP. Finally, acorresponding empirical study in Nanjing is given to verify the rationality of theevaluation system.The thesis mainly proposes an optimization model and evaluation system withtechnology integration for energy saving of affordable housing, and providesrecommendations for energy saving solutions and selection methods for affordablehousing. Further studies and discussions are needed for the integration of energy savingtechnology.
