The air traffic management department, among the three subsystems of civil aviation, guarantees security of civil air transportation system. Also its development is coherent with prosperity of air transportation system. Thus further innovation is urgently needed for a more effective air traffic management system especially after current systematic reform in which a highly suitable incentive mechanism is in need to help make transformation from "air traffic management" to "air traffic service" taking place in consciousness of the personnel in air traffic management centers. However, the innovation of whole incentive mechanism should be started from probing into innermost demands of the personnel on which psychological contract theory clues a new solution. As a result of the innovation, employment satisfaction is expected to be improved and common frazzle of the personnel is expected to be alleviated in order to decrease the man-made mistakes and potential risks in civil aviation traffic system.This study starts from theoretical research, which includes conception and structure of psychological contract and theories about inspiriting. Guided by the theoretical research, an integrate model of theories about inspiriting is summarized which conducts the following statistical analysis. Then collected data have been analyzed in two steps: exploring analysis and verifying analysis on the base of status quo of incentive mechanism of domestic air traffic management centers. Results of verifying analysis have proved the authenticity of four hypotheses including that psychological contract is consisted of three modules, that meeting esteem needs of personnel can be an effective inspirit, that organizational solicitude cast significant influences on incentive mechanism, and that support from leaders acts as a bridge between psychological contract and incentive mechanism. Thus an integrate incentive mechanism model of the air traffic management centre is then constructed according both to integrate theoretical model and to the substantial investigation above, including leading idea, basic principles and countermeasures.Hypotheses in this investigation are mainly tested through exploring analysis and verifying analysis. In the former, R-systematic clustering method is used to classify items in questionnaire designed for psychological contract research and correlation analysis is used in succession to analyze relationship between each module and relative incentive factors including sentimental commitment, employment satisfaction and leader's support. In the later, verifying factor analysis, following by the full structure equation model which is used to trace the path of effects between each module of psychological contract and three major incentive factors, is adopted to examine the result of classifying analysis of the items. Ultimately, an integrate model of incentive mechanism is constructed according to results of substantial analysis which is supposed to have a promising utilization in management practice of the air traffic management centre.
