The combination of people, technology and process must be focused on to improve the quality of software. The software industry is intelligence industry. In order to build an innovative software organization, workforce capability must be developed greatly. The research on people capability of software organization is an important path to get rid of software talent crisis and to improve software productivity. Software companies in China have attached importance to technology all long, and now, more and more companies begin to pay more attention to process, but not enough to "people". The people capability maturity model ( P-CMM ) is this kind of model, which focuses on the improvement of people capability of software organization.Firstly, the architecture of the P-CMM is reviewed in this thesis, and the related fields in Maturity Level 2, the managed level, are expounded as an emphasis. Through literature summarization, the thesis completes full-scale summing-up of process areas and their standard practices in P-CMM. On the basis of these reviews and the investigation to software enterprises in Hangzhou, the practices in P-CMM2 are abstracted and perfected further, and totally 31 practices are chosen in this research, covering staffing, communication and coordination, work environment, training and development, performance management, and compensation.Secondly, a questionnaire survey is conducted in software enterprises to figure out their people capability status, software quality, and the rate of employee turnover in Hangzhou. Investigation result is analyzed by SPSS, from which we obtain the total judgement of people capability maturity status of software enterprises in Hangzhou. Further more, the factors in process area influencing the software quality and employee turnover of software enterprises are analyzed, and the conclusion are drawn and discussed.Finally, according to the people capability status of software enterprises in Hangzhou and conclusion abstracted from investigation, the necessity and feasibility of P-CMM implementation in Hangzhou are analyzed. The strategies of implementation are provided.
