With development of the new economy system reform, the market system perfection and the economy internationalization, China's private enterprises develop remarkably. The private enterprises have important power to the growth of Chinese economic and employment. However, because of the private enterprises'machine-processed flaw and low management level, the problem of industrial relations becomes more and more obvious now, and it is more serious than the problems in other property enterprises. The problem not only brings bad effect to the benefits of employee and to the enterprise's long-term development, but influences the harmonious development of our society. Private enterprises'industrial relations problem is urgently needed to solve.This research uses a method combining theories analysis with literature analysis. This thesis studies on the labor relations adjustment problem from human resource management view. Human resource management (HRM) is the weak and key link in the process of private enterprises'industrial relations management. The unnormalization of management is the substantial cause to the work relations contrary phenomenon. So based on theory of industrial relations and HRM theory, this thesis thinks that presently one of the important methods is optimizing private enterprises'HRM practice, for solving private enterprises'labor relations problem.The concrete research processes are as follows:Integrated with industrial relations history, development of management theory and labor-capital cooperation trend, this research analyzes the necessity of the labor relations adjustment by HRM. The process of HRM practice focuses on one's demand, encourages one's development. It improves enterprises'performance, at the same time, it is objectively good for the industrial relations'harmonious. This thesis analyzes the specific adjustment manner, from the six functions of the strategic HRM and four different labor capital views. The standard analysis of HRM adjustment manner is for directing the private enterprises'HRM practice.By literature research and example research, this thesis analyzes industrial relations actualities of private enterprises, including labor contract problem, work-time problem, wages and benefits problem and labor protection problem. These problems are all important aspects in private enterprises'labor-capital contradiction. Based on the actualities analysis of private enterprises'HRM, this thesis summarizes the reason of the industrial relations problem. The reason is that private enterprises'unnormalization of management, lack of effective individual encouragement system and the not consistent HRM practice.Aimed at the HRM actualities of private enterprises, Finally, this thesis proposes the countermeasures as follows: perfecting the Labor Law system, focusing on the key point to promote private enterprises'HRM level, improving HRM staff's specialties, establishing"enterprise society responsibility"standards on the employee view,propelling private enterprises'deed construction.This research for promoting private enterprises'HRM and constructing labor-capital long-term cooperation has very important reference value, also has function for bringing industrial relations to HRM system, and it is an useful supplements to the nowadays industrial relations research.
