The Evaluation Of Land Effectiveness Based On City Planning

Land is a basic resource of human existence, so it is always paid more attention. With the development of human pressure, land resource appears scarcer. How to effectively using the land resource is becoming a hot topic in territory and planning department. For solving this influential issue, it is focused by countries all over the world.Through more than 20 years development, the economy scale of Shenzhen city is more expanding, city construction is more perfect and the synthesizing strength is enhancing. But in the long run, the development of Shenzhen city must face four constraints: land, water resource, energy and population. Yet the short of land and space resource will be the main reason. So enhancing the land effectiveness, properly planning the spatial pattern of land resource and optimizing the land resource using are the key factors to keep the fast growth of economy. And the evaluation of land resource effectiveness is a premise of enhancing land effectiveness.Through the review to city land using both home and abroad, we consider that enhancing land effectiveness in 3 district of Shenzhen city and planning proper land using plan have a significant meaning to optimizing the spatial resource pattern. At present, the research to city land using began earlier and formed a system in foreign countries. The relative research in our countries focuses more on economic performance, social performance and environmental performance of land. So on the basis of previous research, this paper give more efforts to landing planning performance.Land using effectiveness is a dialectical of effectiveness and capability of realizing goal. We can not just chase land using effectiveness and ignore the whole goal of city; we also can not just realize the whole goal of city and restrain the Land using. Based on the implementation of whole city planning and according to the situation of land using in luohu, futian and nanshan district of Shenzhen city, we construct an index system of Land using evaluation and conduct a evaluation to land using of luohu, futian and nanshan district in 1996, 2002 and 2006. The evaluation result is:(1)the land using effcetiveness of these 3 district has obvious difference in spatial scale and time sequence . the evaluation score is 0.17～0.73,0.18～0.78,0.22～0.86 in 1996,2002 and 2006 respectively.(2)the land using effcetiveness of these 3 district is increasing from 1996 to 2006. luohu district was fastest and nanshan district was slowest relatively.(3)the factors of land using effcetiveness in these 3 district:economy development level, industy adjustment, population growth, the growth thoughts of enviornment protection.At the same time, we draw an analysis from function construction, development intensity and supply-demand balance of land-use and find out the main problems in planning. In order to solve these problems, we put forward to some concrete measures.
