In the developing progress of science and technology, high-tech application functions heavily in social development and human life. High-tech the vanguard leading the present worldwide competition and economy deciding the competitive edge of a nation, science and technology have in virtue taken the prominent role involved in economy, military and politics. High-tech industrialization becomes a key process and all countries put much emphasis and support into this line.In recent years, high-tech contribution has taken a steady increase in Chinese economic growth. However, comparing with the developed countries as the U.S. and Japan, China is still lagging behind, which is shown obviously in knowledge gap in science-technology innovation and application especially. Therefore, an effective policy in stimulating high-tech industrialization should be made and carried out in national development planning. Chinese government is expected to establish a mechanism to insure its progress.This paper is to compare horizontally and vertically the approaches adopted by the developed countries and the new developing ones in high-tech industrialization, and then propose some possible corresponding suggestions and measures for policy-making and reform to our high-tech industrialization on China's factual basis.
