High-tech Industries And Government Policy Adjustment

Nowadays,the competition on overall national strength,which is with Sci-Tech strength and economic strength at the core,between nations around the world is becoming more and more fierce,and high technologies such as IT technology,Biotechnology,New Material technology,Aeronautics and Space technology and Oceanic Engineering technology along with their industrialization are the focus of the competition,therefore, developing and industrializing high technology has already been the core part of a government's economic development strategy.Based upon such a background,the article is developed to probe into our government's administrative policies and measures on Hi-tech industrialization.Starting from the introduction of the concept,characteristics and rules of Hi-tech industrialization, the article then analyses the phenomenon of 'Market failure' in an all-round way,and makes it clear that we cannot merely rely on market force to accelerate Hi-tech industrialization process,governments shall intervene into the process so as to offset drawbacks of the market mechanism.Based on above ideas and considering special rules of Hi-tech industrialization as well as impersonal existence of 'government failure',the article brings forward several rules which shall be followed by governments when intervening into Hi-tech industrialization administration.The article analyzes different patterns of government behaviors along with policies implemented by developed countries for boosting Hi-tech industrialization,and draws a certain lessons through the analysis.Then,by taking Zibo,an ordinary city among many other local cities in China,as an example and through the case study of its current situation,limitations and local government's countermeasures in Hi-tech industrialization, the article reflects to some extent the existing problems in Hi-tech industrialization in our country.After that,the article analyzes our government's administrative policies and measures for Hi- tech industrialization,as well as their effects and insufficiency.Based upon all above effort,the article claims that we shall not emphasize the regulating functions of market mechanism excessively due to the fact that Hi- tech industrialization in our country still lags behind developed countries,instead,the government shall upgrade its administrative functions by strengthening its leadership,increasing the budget, planning the key Hi-tech fields and integrating economic function,Sci-Tech function and educational function as a whole so as to play a leading role in the Hi-tech industrialization. Finally,under the direction of strengthening government's administrative function,the article gives suggestions of adjusting and improving policy-supporting system for boosting Hi-tech industrialization in our country from such aspects as finance,tax, banking,intellectual property,talents and Hi-tech zone policy for Hi-tech industrialization.
