Along with the development of economic globalization, together with the increase of people's concerning on food and environmental protection, the transparency of internal trade on agro-product has been greatly increased. Worldwide international trade on agro-product has taken on the trend of freedom due to the foundation of World Trade Organization. Thus, protection measures to food trade have changed a lot, normally used measures such as tariff barriers have gradually been substituted to non-tariff barriers. So far, technical measures to trade by developed countries have become the biggest obstacle which limits our export of agro-products. Therefore, study on the causes and features of technical measures to trade during the exportation of agro-products, together with technical measures to trade system of our main exporting market will help avoid technical barriers to trade, at the same time will promote our agro-products exportation.Firstly, this dissertation gave a general introduction of technical measures to trade on agro-products, setting forth the conception of technical measures to trade, technical barriers to trade, TBT agreement and SPS agreement. The author distinguished technical measures to trade from such aspects as implementation types, implementation methods and also summarized the features of technical measures to trade on agro-products.This study analyzed WTO/TBT-SPS notifications concerning agro-products in recent years through collecting relative data and sorting out reference materials. At 2007, it was mainly the developing countries that released TBT notifications concerning agro-products. The mostly frequently used TBT measures were labeling, quality classification standard, package and inspecting methods, etc. Moreover, these notifications focused mainly on major products as vegetables, crops. This study also sumed up the implementation situation of technical measures to trade on agro-products in main countries including America, EU, Japan, Korea, Australia as well as New Zealand. In addition, the author made a conclusion of the developing trend of technical measures to trade on agro-products in foreign countries. The concrete features were as follows: management measures concerning agricultural and veterinary drugs had become the mainly used method, meanwhile the justification procedures were more and more used, with stricter package and labeling requirements. Technical measures to trade were also more frequently used by developing countries.This study reclaimed 50 valid questionnaires from 65 enterprises of 6 cities in Shandong province, analyzing 21 assessing quotas and eventually fixes 5 main quota systems in corresponding responses effect evaluation. The 5 main quota systems were safe production, management ability, market promotion, package requirement and labeling. Four classification standards had been fixed according to the probability of normal distribution, and the data from 50 enterprises were put in order to prove that 12 enterprises had remarkable implementation effects, with 10 enterprises excellent, 16 good and 12 ordinary.Finally, according to the situations of technical measures to agro-product trade for China, and the trends toward foreign technical measures to trade from advanced courntries, some strategy suggestions for China's corresponding responses to TMTs were brought forward as follows: to promote competitiveness of agro-products, to establish alarm system, to strengthen information communication, to enchance coordination mechanism and to use rules flexibly.
