The current construction enterprises have entered a multi manufacturer competition stage. In order to maintain or improve profit-making ability, enterprises must accelerate their transformation. In view of the modernization development and the construction industry development trend in the future, the Eight Division encounters intensive competition in all markets, and it also has some shortcomings with state-owned enterprises, such as lack of accurate and clear strategic orientation, unclear core business and a single industrial structure. Such being the case, it is urgent to make a plan for strategic business transition and put it into practice.Based on this point, this study makes use of various analytic models such as theory and method of corporate strategic diagnosis and the strategic management to make a comprehensive cognition and understanding of the related tools deployed by corporate diagnosis, conducts a summary of the current researches on construction industry, make an overall assessment to the content, implementation and effect of Eight Division's present strategy in light of its actual situation and reveals the existing problems of the current strategy. The paper puts forward some proposals to make optimal strategic adjustment, and it particularly gives reference for the development of new strategies in such aspect as operating structure, combination and development of operating plates and the upward shift of the industrial chain, thus improving the profit-making ability of Eight Division, enhancing its core competitiveness, occupying an advantageous position in the fierce competitive market and practicing the strategy of "going out" to obtain help from the large group of international famous buildings. At the same time, through the example of the diagnosis of the development strategy and optimization of the Eight Division, the article further proposes the strategic objective, strategic program and steps for implementing the strategy, providing reference for decision of achieving its goal and offering theory basic and ways for reference of strategic orientation and development of China's construction enterprises, thus enhancing the international competitiveness of domestic construction enterprises.
