S Telecommunication Company (S Company for convenience in the paper), coexisting in the fierce competition with many other communication companies, is now facing a situation that opportunities and difficulties exist side by side, and challenges and pressures go hand in hand. In respect of services, the number of telephone customers is rapidly declining, and the market share is accordingly shrinking. Meanwhile, internet service is drastically gaining momentum, and value-added services are emerging in an endless stream. Besides, 3G mobile market is going to be opened. Therefore, S Company has worrying as well as cheering prospects. As regards management, there is a great need for S company, a state-run company which has been listed abroad, to show its outstanding achievement as a listed company, and to serve the purpose of ensuring and increasing the value of state property. For the above reasons, only to research and work out a series of effective measures of human resources management, and thereby to raise the level of human resources management can S Company strengthen its competitive power at the core, and then get the initiative in the fierce competitive market.The paper takes a research on S Company's labor cost optimization management. In the perspective of human resources, it discusses the relationship between labor and cost. Thus, through analyzing and studying S Company's labor cost, it helps to define the content and direction of labor cost optimization management, to design a scheme of the company's labor cost optimization. Thereby, it is conductive to the scientification and accuracy of labor cost management, then, bring staff's satisfaction and enthusiasm into full play, and enhance the company's competitive power.Adopting several methods such as the combination of qualitative and quantitative analysis, the inductive method, the Jiu Gong Ge (the Nine Checks) analysis, the comparative analysis, and so on, the paper, based on multi-factor cost management theory, systematic cost management theory, etc, analyzes S Company's status quo of labor cost management, studies the company's strategy of labor cost optimization, and designs a scheme of labor cost optimization management. With the aid of human resources computer system and financial management computer system, the paper aims at promoting labor cost performance, increasing staff's consciousness of company's payment for labor cost., scientifically and accurately analyzing labor cost level in various sections and positions, and better meeting staff's diverse welfare needs.The paper's main conclusions fall into the following four points.Analyzes the essential factors of labor cost management by means of multi-factor cost management model, and summarizes the present situation and problems of S Company's labor cost.Sets up labor cost analysis norm and reporting statistics system.Forms the scheme of labor cost optimization management, defines the content of labor cost management and the corresponding headings of human resources section and financial section.Preliminarily sets up elastic welfare system.
