This paper is an improtant part of National Natural Science Foundation of China named"Generic Project Risk Element Transmission Theory Models and Its Applications", which roundly studies the generic project risk element theory and application from risk transmission path dimensionality perspective for the first time, and innovative presents the basic definition of the risk element and its quantitative, basic structures and related concepts. According to two quantitatives of the risk element—probability quantitative and interval number or fuzzy number quantitative, both algorithms and applications are shown by each risk element load type(relational transmission, hierarchical transmission, tree transmission and network transmission). Based on above algorithm, the software implementation is persents in the end of paper, and system analysis, designs, functions, structure, subsystems cooperations and database designs of the generic project risk element transmission system(GPRETS) is also given in order to enforce the practicability of the generic project risk element theory.
