Through almost twenty years of development and perfection, cost engineering consulting enterprises have become a heavyweight presence in the fields of investment and construction. But compared to foreign cost engineering consulting enterprises, the scale in china is smaller and the service area is narrower. Therefore, it is difficult to adapt to the international competitive world of the economic globalization. One of the central reasons is the blockade of human capital incentive mechanism and rapid growth in the enterprises, causing the serious loss or reluctant-join of excellent cost engineers, so the development of the enterprises is blocked. However, the cost engineers play the decisive role in the development of cost engineering consulting enterprises; the research of human capital incentive mechanism of cost engineers is useful to the practice.Synthesized the theoretical model analysis, normative analysis and case analysis, the dissertation studied the human capital property-right incentive mechanism in the cost engineering consulting enterprises in terms of human capital theory. Firstly, it synthesized the human capital theory and the enterprise property-right theory and put forward the range of human capital owners sharing the ownership of enterprises, moreover, the paper combined the theories and the methods of the human capital research field and brought forth the ways of human capital incentive mechanism in the cost engineering consulting enterprises. Secondly, based on the special and infrequent characters of human capital and according to human capital can possess the ownership of enterprise because of its specificity and scarcity and critical resource and the most difficult supervised members should be the sharers of the ownership enterprise, it demonstrated the cost engineers are the major share ownership of the business.The dissertation also studied other two questions. First, it analyzed the incentives of the cost engineers to share ownership of the business, and the related system for the study to determine that the limited liability partnership system is a suitable organizational forms of ownership for cost engineering consulting enterprises; Second, it studied the setup of the shares by defining key human capital and the'trinity'was formed. The'trinity'is setting up the property shares for the partners who own the physical capital and setting up the station shares for the owners who own the decision-making on the resources and human capital and setting up the contribution shares for the owners who have the client resources. Finally, it put forward the practical approaches for the incentive mechanism of the cost engineering consulting enterprises in our country by using for reference from Shenyuan Company.
