Caculation Of RDFT And The Illumination Of Policies

Since the reform and opening-up policy, our foreign trade has preserved the good development momentum, and make contribution to the continuous development of the national economy .Our country has become the great trade nation which is worthy of the name, therefore the index of RDFT which is used to weigh the dependence on the foreign market level of a country(Ratio of Dependence on Foreign Trade, hereafter refers to RDFT), has aroused enormous interest of inland theoretic circle. Surveying the domestic research, the scholars mainly carry on the analysis of RDFT from two aspects: One viewpoint considers that according to the traditional definition, RDFT is the amount that the foreign trade total amount of a country (or called imports and exports total value) is over GDP. Since 1990, the RDFT of our foreign trade has gradually elevated. At present the RDFT is obviously high. But another viewpoint aims at the limitation of the traditional computational methods, and proposes some brand-new surveys of RDFT, the representative survey is Total Function. According to the result of the method, our RDFT is lower than US and Japan, then it considers that we should continue expanding the foreign trade, do not need to have groundless fears in order to avoid the mistakes in formulating the national economy goal and the foreign economic policy because of the wrong judgment. This article believes that although our RDFT is not such high as the one of the traditional algorithm survey, it was not estimated like the Total Function which believes our RDFT is low, we do not need to take any policies and measures to guide and adjust it.This article analyzes and summarizes the domestic and foreign survey of the RDFT, and makes conformity of the Total Function and the double-revision RDFT, constructs a new method of RDFT with which we make diagnosis analysis of our RDFT during 1987-2005. Through the international compared conclusion, the revision formula effectively reduces the RDFT of our country, and makes up the insufficiency of the Total Function; and then it analyzes the RDFT of the 17 industrial departments of the national economy, and carries on detailed analysis of the industrial departments whose RDFT is higher than the average level so as to give the rational comments for the optimization of the industrial structure, thereafter forecasts our RDFT in the next five years which concludes that the tendency of our RDFT is still evaluated, and proposes the necessity and the mind of constructing the moderate RDFT; Finally from the two angles of the near future and the long-term, the article proposes the selected strategy of the Chinese foreign trade development, in order to promote the continuous, rapid and healthy development of the national economy.
