Quality Management Of EPC Project On The Basis Of System Science

As the EPC project manner is widely used in the engineering domain, the important aspect of the EPC project management, that is EPC project quality management, is deserved to study. In the traditional construction manner, the contractor just need execute by the drawings provided by the employer, it will satisfy the employer's requirements and obtain a high quality project, but managing the quality in EPC project manner exists some problems, such as the risks that the EPC project contractor undertaking are higher, the employer's requirements may change in the period of executing project, because employer's requirements are not definite after the EPC project contract is awarded.On the basis of analyzing the domestic and foreign studying of engineering project quality management, this article believes that there are many obstacles in project quality management through establishing quality management system basing on ISO9000 or implementing total quality management(TQM) in the project. After analyzing the principles and characters of EPC project quality management, points out that the customer satisfactory degree should be used to determine the EPC project quality level, then introduces the system science theory and analyzes the systematic character of the EPC project quality management. Because quality management of EPC project is a system engineering, then introduces the system engineering methodology, sets up the Hall three dimensions structure of EPC project quality management. After that, introduces IDEF0 model construction method and constructs the model of EPC project quality management system on this basis, analyzes the process that realizing the system's function, presents the major activities'function in the system and how the information flows. Finally, on the basis of constructed model of EPC project quality management system, analyzes the critical factors that affect the project's quality. In the process of writing this article, pays attention to the combined method of qualitative and quantitative, discusses the aspects should be noticed in the EPC project quality management comprehensively, provides a macroscopical guidance to EPC contractor's project quality management.
