In terms of nationwide policy, the National Economics & Trade Council announced《The 11th five-year development program in coal and charcoal Industry》in 2006. This program addressed that, during the period of 11th five-year development, the coal and charcoal industry needs to be re-structured through four strategies: build-up group companies; revitalize the industry by popularizing technology and education; develop and apply purified coal technology and diversification. It will ensure the healthy progress and expect higher standards and requirements for the development of coal industry as well. From the industrial prospects, the entry and set-back barriers of coal industry are relatively high. Due to the specialization and imperforation of this industry, the fluidness of human resources in this line is constrained and the talents are not popularly acceptable. Therefore the shortage of manpower can't be solved by normal recruiting within this industry. Along with the establishment of market economy, majority of the coal colleges shrank even ceased the courses related to coal, the supply of graduates can't meet the demand of this industry. Besides, the quality of human resources is relatively low as most of the coal miners and supplementary workers are peasants from the countryside. Lastly, in view that the coal is not regenerative limited nature resource, some of the coal enterprises have to transform their core business to survive or seek for further development. However, those transformed enterprises couldn't get appropriate and sufficient professionals from their internal staff, which was caused by the constraint of their specialities.As for the coal enterprises themselves, the relations between investment and output lost its balance as it was constrained and influenced by planned economy for a long term. People changed their minds too slow to catch up when the whole country was moving from planned economy to market economy. In addition, most of the coal enterprises are located far away from the urban districts and its economical and cultural environment is unsatisfactory. In the meantime, the coal companies can't attract enough candidates to join them and the staff turnover rate is high as the social respects to this industry and coal miners are low. As such, the main difficulty that the coal companies are facing is how to attract / maintain and properly make use of their talents.This paper aims to solve this difficulty and states the plan for development and management of corporate human resources by analyzing the current situation of enterprises'human resources. The analysis was based on the study of internal and external corporate human resources. Hope it can provide sufficient intelligence support to the development of enterprises.
