Currently,the loss of talent resource in enterprises is a problem that merit our attention. It may exert major impact on the existence and development of the enterprises. So this paper analyses the status of the loss of talent resource in enterprises,discusses its causes and calls for active measures to keep qualified personnel in enterprises. Through the assessment on pre-warning system of talent resource in enterprises, the author designs a pre-warning system of qualified personnel in enterprises. The system can give the judge and valuation precisely of the phase in human resource development to eliminate the loss of talent resource in enterprises.With the statistical data of the questionnaires collected, the main problems of human resource management in China enterprises are analyzed. On the basis of this analysis, the model of pre-warning management system of human resource is proposed and the forewarning index system of brain drain in enterprises is constructed. The countermeasures of forewarning management against human resource crises are discussed. The study is to promote the realization of effective function and efficient operation of the human resource management system in enterprises.Quantitative evaluation of the brain drain is a complex question. On the basic of quantitative analysis and target comparison, considering the interaction of all factors and effect of integral combination, this article is to make scientific evaluation and appreciation of the qualified personnel, with an appraising model through evaluating several degrees and selection of weighted factors.
