It is predicted by the experts that the contribution rate of the technical knowledge to the economic increase has increased to 90 percent from between 5 percent and 20 percent. Peter Brake has said that the genuine resource of the enterprise is human resource. Intelligence has become the most important sign to show the success of an enterprise instead of market share at knowledge economic age. Competitions between the enterprises will be more intense. For a small-medium enterprise, besides strengthening themselves, the most important thing is to attract, motivate and reserve the talentthis passage analyzes the talent loss of the small-medium enterprises, with the theory of management, human resource management, organizational behavior and so on. On one hand, this passage introduces the situations in such enterprises, definitions of the talent and the talent loss, and the relevant literatures of the talent loss. On the other hand, it introduces the situations of J enterprise and the policies of the human resources, analyzes the reasons of the talent loss in J enterprise and the effect on J enterprise, and establishes a strategy. First, I establish the human resources programming of J enterprise and the solutions to prevent the risk of the talent loss, build a forewarning management model and relevant evaluation system. It puts forward the supports in theory and data, and it builds a foundation for information management. Lastly, control system has been built.Through the discussions of the talent loss in small- medium enterprises, we perfect the human resources management system, which should match the strategies of the enterprise and the development of the talent, and helps the enterprise to face the tough competitions in the market.
