China now is facing a great challenge of serious unemployment. At the time of economical and social transformation as well as economy globalization , the unemployment issue turns to be the biggest challenge, which is called the largest war of obtaining employment. The severe situation mainly lies in the following aspects: the contradiction between demand and supply as well as the structural contradiction are co-existed; the pressure of urban employment and the faster movement speed of surplus rural labors to the cities mix together; the employment of both new labors and the laid-offs co-exists. While in this fast developing society , the structural contradiction is even more outstanding.Since the mid-1970s,the European countries have been suffering the high unemployment rate. As a result,many countries search for an institutional solution. And one of the core contents is to solve the problem of the lack of skills through vocational education and training. Considering the reality of Chinese labor market and policies of obtaining a job,the approaches that European countries selected should be helpful in China.Vocational education is to bring out technicians,people who manage some works and also mechanics. Vocational education possesses both qualities of education and profession,which is different from common education,aiming to not only pass on knowledge but also help the learners to form a certain kind of technical ability. Students graduate from the vocational education facilities not only master the theoretical knowledge,but also can do a certain kind of job. This characteristic makes the vocational education a key solution to the structural unemployment.In this article,with the example of European unemployment model as well as Chinese reality,the author tries to prove that vocational education can greatly alleviate the great pressure of Chinese unemployment and to prove the feasibility of changing the large population into great human resources. In the second chapter of this article,the author discusses the basic theories on unemployment. Then he introduces the concept of unemployment as well as different types of unemployment theories. In the third chapter,the author brings in the European unemployment model and through the analysis the author draws a conclusion that the development of vocational education can greatly ease the pressure of unemployment. In the fourth chapter,the author gives a detailed analysis on the recent unemployment types in China,and the causes of these types. In the last chapter,the author mainly talks about the importance of developing the vocational education in china in solving the problem of unemployment and the approaches the vocational education can take in promoting the job obtaining.
