Research On Large-scale Public Building Energy-saving Mode Based On Partnering Model

In this paper, the research focus on energy consumption prominent public buildings,through the analysis of the application of energy saving in the energy services market as wellas existing contract energy management situation, identify the main problems of China’scurrent energy-saving mode, introducts the project management mode which basic idea iscooperation——partnering model, to discuss energy saving。mainly through theoreticalanalysis, analysis its whole idea and operation mode from four aspects, basic concepts,operating framework, implementation mechanism and risk approach, to identify the feasibilityof the Partnering model in the energy-saving services. Through the simulation analysis of thereal case in Partnering model, analysis the running programs of partnering model in buildingenergy saving services specifically, and raised obstacles, countermeasures and suggestion inthe entire energy-saving process.With the rising of energy prices, building energy efficiency coming into people’s viewagain. Abroad began the energy saving from the eighties of last century, and use the contractenergy management fully, now low energy buildings has been more common in foreigncountries, development of the energy services industry is more mature; building energyconsumption accounts for about30%of the total energy in China, the task of energy saving isheavier, but the status of energy saving is not satisfactory in china.
