Over the last 20 years, the construction industry has witnessed his fast growing. Project construction and project management has an arduous task to endeavor. Meanwhile, the construction market has shown some new features: traditional project management model has been facing a great challenge, owner's demand change, he needs the contractor to provide integration and throughout the entire process services, the construction market is full of intense competition and rapidly changing. Project management in the new era needs support from new construction methods and building mode. This paper attempts to apply the theory of virtual enterprise to the Design-Build/EPC management, which has been in currently rapid development. It aims to study a virtual organization in the construction industry, the general contractor being the leader and other participants being the members, both of whom are dedicating their core competencies, which come to the state that they sharing resources, risks, costs and profit and make the project goals come true.Based on the overview of the relevant theory of the Design-Build/EPC project, virtual enterprise and virtual construction, it focus on the study of the virtual organization which the general contractor is the leader and other participants, such as the sub-contractors, the designer and suppliers, etc, are the members. Thereafter, it discusses the lifecycle of this virtual organization, from the identification to the termination period, establishing the IDEF0 model to the identification and formation period. Followed on, it discusses the organization structure and the selection of the partners, analyzing the organizational structure and partner selection flow and establishing a there phase partner selection and optimization method and evaluation indexes. Then, focused on the coordination of Design-Build/EPC project, it proposes to establish the target mechanism, contract mechanism, trust and cooperation mechanisms, communication mechanisms and conflict resolution mechanisms so to create the virtual organization coordination mechanism. Finally, it summarizes the main results of this paper, and speaks out the questions needing the future research.
