The Research On The Mode Of Rural Social Insurance Of The Elderly In China

With the increasingly serious aging problem across the world, providing for the elderly has become the main problem during the course of social development. Our country's old-age population mainly distribute at the countryside because China is a populous and big agricultural country. China's population aging crisis can abate if the problem of rural old-age supporting were resolved. At present, China's rural old-age supporting has the main patterns of family for the age, social for the age, collective for the age and commercial way. With the social and economic development, rural social insurance for the elderly is playing an increasingly important role. The nation's rural social insurance for the elderly began with the actualization of the basic project of county-level rural social insurance for the elderly issued by the Ministry of Civil Affairs in 1992. Based on the project, social insurance for the elderly in some areas has good effects and has accumulated some useful experiences. After ten years of adjustment, social insurance for the elderly hasn't been established in most of areas in our country. On the contrary, the rate of taking part in the social insurance for the elderly has taken on a descending trend.Although there are a lot of research fruits in the area of rural social insurance for the elderly, most previous studies discussed this issue from the macroscopically respect of the nationwide. There are less case studies of a region relatively. Therefore, the thesis researches the rural social insurance for the elderly carried out in Laiwu City in Shandong Province in 2007. The research can be a small supplement for pervious studies, and it can provide a reference for social insurance for the elderly in other areas .The thesis is divided into five chapters. Chapter One introduces the writing background, defines the focus concepts and reviews previous studies. Chapter two look back to history of social insurance for the elderly in Laiwu City in order to facilitate a further details of the content, the course and policy characteristics of rural social insurance for the elderly in Laiwu City carried out in 2007. Chapter three Compares the rural social insurance for the elderly in Laiwu City with other typical modes in other areas from the aspects of the implementation object, payment form, the composition of pensions and pension fund's investment and management operations . Chapter four evaluates the effectiveness of the rural social insurance for the elderly in Laiwu City from the respect of policy makers (the civil servants) and the policy object (farmers). This part mainly uses non-structural interview method to obtain information in order to evaluate the effectiveness of the policy's implementation objectively. Chapter five draws a simple conclusion and discusses the focus of the next step study.In short, rural social insurance for the elderly, whether in Laiwu City or in other parts of the country, is a gradual process. With the further economic development and further enhance of the economic strength, rural social insurance for the elderly will be more scientific and perfect both in the policy-making or in the specific operation.
