Along with the era of economical and global arrival, enterprises are facing the environment with more and more competition. They are all managing to make reasonable strategy and enhancement their administration. Performance management has become the core of the enterprise administration, so nowadays people pay more attention to the research of Performance management practices.Dezhou Mobile is subordinate to China Mobile, founded in 1999. In 2003, it started the project of Performance Management. For 5 years, it has formed an integral system. But from the result of implement, there are still some defects in its practice. These questions severely reduce the efficiency of Dezhou Mobile's internal management.This article begins from the theories of performance management, reviews the course of Dezhou Mobile's performance management system. Through interview and questionnaire, it analyzes Dezhou Mobile's performance management system present conditions deeply, and points out the existing problems. And also it raises some suggestions for Dezhou Mobile: retain the frame, improve the detail and perfect the process. Looking into the distance, it makes some prospect of Dezhou Mobile's performance management system in order to make it be more scientific, rational and efficient.The problems, existing in Dezhou Mobile' PM system, has suitable universality. It is the general character of many enterprises. So the research thought and results also have some inspiration meanings for other telecommunication enterprises.
