The Study Of The Rural Farmland Loading And The Surplus Laborers Transferring In The ZhangJiaChuan County

Land resources are the basic resources during the course of development of people. At present, with the development of economy and the increase of the population, the contradiction between the limited and the need growth of the land area is more sharp, then the contradiction of population and land is also more outstanding. There exist some problems in the western regions of our country ,for example, the lack of spare land resources,the weak ecosystem,the behind of production,the slow-moving development of economy and poor and so on. In the last few years, although the government has attached importance to the poor and the wealth problem of the western minority regions, the poor degree in some regions is still serious because the natural condition and the policy measure of the western regions confine the development of the regions. So the carrying capacity of land resources is on the decrease, and the rural surplus laborers are on the increase gradually. How to transfer availably these surplus laborers is the key link that the western minority regions speed agriculture and rural economic development and increase farmer income, and is the important contents that it can promote to keep on a sustained development in the regional economy.The article will take Zhangjiachuan Moslem Autonomy County as an individual case, will calculate the potential production of main crop using the calculation method of AEZ and research the carrying capacity of the farmland on the basis of analyzing the rural farmland resources and population present condition, which combining actual circumstance in the Zhangjiachuan Moslem Autonomy County. Finally, the author draw a conclusion that the totally potential production of the farmland is limited and the carrying capacity of the farmland is on the decrease in a certain period with the expansion of population and the improvement of per capital consumption level. Under the condition of the constraint, the author study that there are about 52300 rural surplus laborers to transfer in Zhangjiachuan County at present, which using the calculation method of working hours. During the course of the surplus laborers transferring, the author also research the characteristics of the surplus laborers transferring, for example, shift-industry, blindness, low levels of the surplus laborers transferring and analyze the difficulties of the surplus laborers transferring because of constraint factors on the basis of the positive and negative impact of the surplus laborers transferring on the society in the Zhangjiachuan County. These factors include the laborers quality and the ability of absorbing laborers in the township enterprises and farmers concept and policy factor. At the same time, the author also put forward to some suggestions and opinions to how to transfer reasonably the rural surplus laborers, with analyzing and investigating carefully which combining basic theories and basic models of economics.
