The Research On The Running Mechanism Of Land Banking System For Small And Medium City

Land banking is an innovation to urban land using system in China, now the theoretic study and the practice of land banking are in the underway step, the land banking in different city has different operational modes and results, the law is not appropriate, the mechanism is not healthiness, so they influent operation, development and standard of the urban land banking. So it's necessary to discuss and investigate to find the fundamental question deeply and objectively, looking for the effective method to standardize the land banking in urban, using the theory and the practice to perfect the urban land banking.The article is based on the foundation of the background and condition of the land banking in our nature, uses theory study and practice investigation, character depiction and illustration. The article gives a case study on urban land banking system in Taian city. The article deeply analyzes the current situation of land banking in Taian, summarizes the the achievement and find the problem, and gives some advice to Taian local government to improve the urban land banking system, such as unifying management, enhancing the inspection, perfecting the law system, setting up the market moving mechanism.
