Research On Scientific Input-output Mechanism Of Petroleum Enterprises

Petroleum industrial technologies have promoted the development of petroleum industry greatly. With the development of science, petroleum exploration has achieved new discovery continuously, the reserves of oil and gas increased and the cost of exploitation decreased. Especially, after China joins the WTO, with the series of policies carrying out, petroleum enterprises have to bear some effect and impact. Petroleum enterprises will put emphasis on investment in science and technology greatly, so that they can cope with more global competition and the challenge to decreased profit space. The scientific research activities of petroleum enterprises have economic and social benefits concurrently. It is a persistent process from input to output. The process needs large mount of manpower, material and financial resources. How to manage scientific projects, make input produce output, and even minimal input produce large output? How to make good use of the limited capital, and give full play to scientific and technological force? All of these questions are the significant subjects which are awaiting at present. So petroleum enterprises must establish and perfect relevant scientific mechanisms of input and output, and lay the solid foundation for promoting the transformation form science and technology achievements to practical productive force.On the further analysis of domestic and overseas current situation of the scientific mechanisms of input and output in petroleum enterprises, based on the practice of scientific research , this paper has put forward the concept of mechanism, science and technology activity and input. This paper has pointed out the characteristics of science and technology input in petroleum enterprises. The concrete contents of scientific mechanisms of input and output are stressed. The management of project establishment of science and technology, the use of investment have been specified. The return modes of basic, applied and concrete type have been analyzed. Meanwhile, this paper has found the disadvantages of the present mechanism for the operational situation of the mechanism of input and output. Such as non-marketzation, no optimal output benefit, no scientific subject selection, unreasonable use of resource, the rigor incentive system, lower transformation of science and technology results and so on. According to these disadvantages, this paper has put forward some improvement measures, such as to establish the scientific mechanisms of input and output fit for the market economy and bidding system, to strengthen joint science and technology tackling with exoteric, to choose reasonable scientific research subjects, to strengthen financial management with the subjects, and to promote transformation of science and technology results.
