Research On The Cultivation Mechanism Of The Scarce Talent In The Field Of Information Technology

The thesis centers on the cultivation mechanism of the scarce talent in the field of information technology. First, through the investigation and analysis of the key investment and support direction in the United States, Japan, Europe and other countries to ascertain the developed countries'prioritized direction or support specialty in information technology. Then it analyzes the strategic importance of microelectronics, network, and software and analyses the current status and existing problems about the cultivation of the professionals who work in these fields. And it draws a conclusion that the microelectronic, network and software talented person are the scarce talented persons in information technology in our country. In order to meet the demand of information technology scarce talented persons, it is necessary to reform and innovate talented people cultivated mechanism and to gain experience from other countries. Therefore, this thesis takes the scarce software talented people as an example, analyses the successful experience of the talent cultivated mechanism in India and the United States and compares the different characteristics in that mechanism among these countries. Then it obtains beneficial enlightenment to our country. Finally, in accordance with the actual status in the personnel cultivation of information technology, we learn from other countries'successful experience and explore new models and quality assurance mechanism in the area of information technology. Through absorption of the university science and technology park model of information scarce personnel training merits, we propose some policies of national information technology personnel training to ensure that the IT personnel training quantity and quality to meet the country's strategic needs.
