After entering into 21st century, the development of world's economy has come into the new era of knowledge economy, technology and knowledge's crucial effect on economy increases and international competition becomes more and more visible.International competition shifts ahead to R&D domain which is the fountain of the science knowledge and motivity of technology innovation, technology has been the powerful impetus for driving economy increase, technology trade has been an import means of optimizing the international technology resource collocation and transmitting technology. International technology trade is an important domain of international competition, developed countries represent strong competition competence in this domain. Technology receipts reflect the competition competence,and it relies on the technology competition competence, which relies on R&D input.This article systemically studies on the definition and characters of technology trade; summarize the status of world and main countries'technology trade in the era of knowledge economy; academic and quantitative study on the relationship between R&D input and international technology trade's receipts; produce TBP(Technology balance of payment)'s receipts data for correlation and co-integration analysis , and quantitative study approve more that: increase R&D input will increase technology receipts; business R&D expenditure has more effect on technology receipts than government. At last, it was pointed out that for increasing our country's technology receipts and technology trade's competition competence, we should strengthen more independent innovation competence, establish enterprise's principal part on R&D and public policy to inspirit R&D input, strengthen protecting knowledge property right and management for technology trade.The main study conclusion makes some sense for our country to establish international technology trade policy.
