My Humble Opinion Of Establishing Three Harmonious Types Of Networks On Information Management System

In the'11th Five-Year Plan', it is clearly stated that information infrastructure construction, including telecommunications networks, cable television networks and computer networks, should be strengthened. It is the time to promote the integration of these three types of networks. Furthermore, We have already possessed the basic technical conditions to integrate it. Moreover, operation and market demand have emerged. However, institutional obstacles including external inspection policies and internal system has become a prominent problem. This dissertation aims to explore establishment of integration of three types of networks on information management system so that the steps of establishment and integration are similar. For the integration for three types of networks, there is no clear international definition. Therefore, the proposed plans are various and difference. But there is one thing that should be pointed out that is the aim we integrate three types of networks is not to establish a monopolistic network. We just need to modify the existing inspection policies to make sure that communication network and cable television would not intervene in each other's market. There are three parts in my dissertation. Firstly, to introduce the meanings of integration of three types of networks, background, current status and prospects. Secondly, to analyze the development, characteristics and management systems respectively of cable TV network, telecommunication network and computer network. Finally, to summarize issues in current management systems including lack of legislation, decentralization and old operation etc.In order to make the whole information industry rapid and healthy development, we must improve the existing management system and make it with the constant development of operation system harmonious. According to the guidance of the principles including independent enterprises, separation of networks from TV stations, appropriate inspection, improve the occasion, unified planning and gradual progress, to build a strong legal foundation on which integration of three types of networks to abide the law. In order to improve the fairness and authority of management, establish an independent regulatory institution and concentration of management authorities. To make information management rationalized, we should figure out scientific management models according to the integration of three types of networks, the opportunity to access market, interoperability, competition systems, universal services, expenditure usage and content management.
