With the further development of economic globalization, science and technology has become the most important part of international competition. While scientific and technological level is depends on the industry R&D lever, especially high-technology industry. R&D activities are the life source of high-tech industry. Only by improving the R&D lever can high-technology industry remain unbeaten in domestic and internal market. In this way, R&D lever of China will eventually be improved.How to study on effective and comprehensive R&D Performance Evaluation of High-tech Industry is the goal of paper. The paper adopts the research approach that literature research method, comparative method and theory combines with real example to comprehensively analyze the basic research status at home and abroad of R&D performance evaluation of High-tech Industry, through the combination of AHP fuzzy integrate Evaluation, factor analysis and cluster analysis based on massive data. Through analyzing the information of the R&D performance evaluation of high-tech industry system and industry evaluation index system, basing on the combination of consulting collecting analyzing the information and statistics data, the R&D performance evaluation of high-tech industry system according with the current situation could be drawn by analysis and comparison. Through quantitative analysis, we can get the lever of whole high-tech industry and the difference in five major high-tech industries and eventually put forward some suggestions of improving the lever of R&D performance. The core content of paper is to construct the system of R&D performance evaluation of High-tech Industry and empirical analysis.To analyze the present situation and solve problem of R&D performance evaluation of high-tech industry in China, the main research contents include the construction of R&D performance evaluation system and analysis process the level of R&D performance evaluation. Concrete content of the paper is as follows: first, analyzing the whole development level of R&D in China, finding the difference and gap by comparing with abroad; second, studying current situation of R&D development and level of R&D performance evaluation of high-tech industry and comparing with abroad; third, Summarizing the principle of R&D performance evaluation index system basing on general principle and current situation and characteristics of high-tech industry in China; fourth, studying on R&D performance evaluation of high-tech industry in China and comparing the R&D level of five major industries; fifth, putting forward some suggestions of improving the lever of R&D performance.From what has been studying on the paper, the main conclusions can be drawn. First, though high-tech industry has been developed greatly, there is still a long way to catch up the advanced level in the world because the entire R&D level and R&D activities are in a low position. Second, the five major high-tech industries' lever is in an unbalance way as the different development characteristics. Third, to improve the R&D level of high-tech industry needs all factors' effort. Not only the high-tech industry should enhance R&D input,improve R&D management level, but also nation,local government,collages and Scientific research institutions all should do efforts to create the R&D environment to help the R&D activities of high-tech industry.
